Well, try unistalling SRI AI, if that doesn't work all I can do is send you on to gigeau.
Maybe, in the drop down list, select "MEIOU"
launch with the MEIOU launcher.
Might want to use this.
But MEIOU is seriously awesome, lots of countries!
There's MEIOU, form 1356 to 1856, and that's it.
The Point is, I've found HTTT mods such as MEIOU and the Whole World Mod that allow me to play a medicore Ulm (WWM Ulm is a kingdom with regency!)
