    Depends on what you want to do I suppose.
    If you want to create achievements for them: Yes, assuming you can load a Lua file in such a scenario
    If you want to earn achievements in them: Yes. The achievements work in any environment (unless a mod creator implemented them otherwise) and are not dependant on set-up; if the mod's Lua loads, achievements can be earned!

    The earliest (beta) version I can access is version 61b released on the 29th of October 2018. The Google Drive link to version 61a (30th of april 2018) is not working for me anymore, so I suspect that the December 2017 won't be up for download anymore. :(
    With a bit of luck, JFD might still have a backup of it somewhere (most likely on a (private) GitHub repository), but you'd have to ask JFD about that yourself. ^^
