Hey guys!
I've had the same issue the past day and would like to share how I sorted it.
So, first off go Steam > steamapps > common > Sid Meier's Civilization VI.
Then, go to Base > Binaries > Win64Steam and try running the Civilization VI file. If you get a message with this error "Api-ms-win-crt-runtime-L1-1-0.dll", hopefully this should help.
From there, go back to Sid Meier's Civilization VI. Go to _CommonRedist > vcredist > 2015.
Run either the x64 or x86 depending on what your system uses, and hopefully it should install. (You only need to run the one that works with your PC, for me it was x64 so I only ran the x64 file.)
Then, go back to 2012 and do the same. Run either x64 or x86 depending on your system.
When you try and run CIV, there should still be an issue with launching.

After its downloaded, it should work!
I've spent hours trying to figure this out, it's worked for me and a friend. Both of our systems are Windows 7.
I did these steps in this order and it worked. I tried it in a different order before and it didn't work.
