Yes there seems to be a lot of things missing, and a UI glitch that is not displaying the team settings, maybe that is also preventing duel settings too...who knows. But to be fair, Civ5 MP just didn't work at the start at all, at least Civ6 MP actually works and you can play a FFA.

Hopefully Firaxis responds quickly to patch the problems we are identifying....

A duel map (and balanced starts) works just fine for me?

The only thing I see missing is an option to saqve the map settings, so you don't have to set everything everytime you (re)start a game. But apart from that I don't see very much missing.
And it's odd that you see your friends, but can't invite them directly, but need to invite them through the Steam overlay.

Apart from that multiplayer actually seems to work pretty well and I don't see any big issues Firaxis should fix asap, there are bigger issues to fix first (eg. tweaking AI, improving UI, balancing, etc.)
