What did I do wrong?

Due to an emergency I had to reinstall Windows and all the Steam games, Civ5 including.
When I install the Vox Populi mod the usual way I'd always done and try to launch a game I can't access Civilopedia during the game setup and then I receive several "Unable to load texture" messages during the map loading and when the game starts my interface is messed up.
I don't use any other mods, it's clean install of Steam Civ5.
Please help. I'm so desperate to play a new game ;). And I'm really at a loss about what should I do to remedy it.

Did all the Civ5 DLC get installed too? Seems like some of it's missing.

AFAIK there is no other way of installing the game via Steam, but to install the whole thing. Yes, it says all the DLC's are in place.
 
Your game integrity of your DLC/Vox Populi may be compromised. You should verify it.

Verification didn't help me, but reinstall did. Now enjoying another epic game.
