Natural wonder issues

Issue 1:

In my current game, I've settled a spot in range of the Great Barrier Reef. The tile on the coast that's bordering the GBR tiles has horses on it.

"No problem, I'll sacrifice the horses to put down a Holy Site" I thought to myself.

Except it won't let me...

Issue 2:

Same game. Cliffs of Dover. Two coastal tiles with nice flat land that has +6 Appeal. But you can't build on either of them... Chalk that one up to learning - no doubt there are other wonders with similar issues!

Yes, you can't build on horses, but you can build on a spot that then reveals say iron

Surely there must be a way to move some horses.

I would've been happy to turn the horses into burgers but hey - live and learn...
