yes you are right but doing this with your vassals is better. because this way u dont give resources to your potential enemy :) but a civ accept to become a vassal when it becomes weaker to a point. when u get well cities, especially their capital, their decrease in power will be so much...

i dont completely understand but it seems when a civ becomes vassal, they are no more efficient as they were free... may be their maintaince go up or something else but they loose effectiveness both in researching and military growth slightly. when it comes to research never rely on your vassals...

if you are going to shrine a religion, check which religion has more cities....or if there is another civ with religion you can shrine it. because there is a probablity that civ will try to expand that religion into his own cities at least...

i think it is about population percantage. but i dont know how ai computes that. because may be 1+2 is not equal to 3. i mean when city has 1 population it means 10.000 people (i am just guessing that number, we should check game) and when it has 3 lets say it has 100.000 people. i mean 1,2...
