The way I see it is with troops numbers limited enticing a few city states to your cause will make them serve an important function.
Namely fresh meat for the grinder for your current war.
This would make me soo happy its not even funny. The thought of mixing Advance wars combat system with Civs well.... Civilization system :P would be amazing.
Montezuma is always the best ally in the early game, find some enemies and get him to declare war and send his endless stacks to their deaths while you take cities. Of course he will turn on you soon but you should be ready by then :P

As a warmonger I support more strategy in my military decisions. Even on higher difficulty levels the AI is too easy to trick into moving his SOD into my well fortified killzone. The only real threat right now is an early rush or if I am not strong enough by late game and the rest of the civs...

Oh my god, just yesterday playing on diety with aggressive AI, Calabim had no less than 500 units. The game was lagging so hard at one point that ending a turn was a 10 min load time and eventually the game became unplayable.
Another great trick is if you are playing Calabim is to force a blight midgame when you get vampires, then feed on all your cities as the blight hits. All the cities in the world will suffer but you will get super powerful vampires out of the deal giving you a huge military advantage.
