I vote for Option 1. It has better overall combat odds of beating the wizard as we get more promos onto the knights. I'm personally willing to take our 0.001% chance of loss.
It also keeps the boats more consolidated which comes with less risk that our Galleons get into fights with stray East...
From a game theory point of view, if it is commonly known that the saves dates posted are that of the last unfinished save, if you want to mess with other teams heads there are 2 strategies available:
Have the save posted be as far away as possible from the winning date.

I can think of some worst-case scenario where war helps, but none for either this vote or the next one.
For the meta-game, I'm assuming that greatest score will break ties in the event that some other team comes out of nowhere and wins on the same date as us.

Plan looks good to me. There's a couple of ideas in there that I hadn't thought of which are quite sensible backups.

I suspect most of these AI's would still vote for us even if free religion. What's hurting the relations mostly is when they are in an opposing religion as that typically comes with something like a -4.

Sounds like we should assume that the converse is also possible. ie: even if we flip their civics on eg: T184, the 5turn revolt timer isn't enacted and they could voluntarily flip their religion.
