    Researching astronomy will allow you to travel on ocean tiles that are not within your cultural borders. So either try to find a way onto his continent by only traveling on the coast (light blue), or research astronomy, and sail the high seas to victory!

    Also confirmed from me. I met the Vatican, and they are NOT allied to anyone, and I can give a 1000 gold donation to gain 75 influence, which puts me at 'allied' status. The tooltip says I have 75/60 influence, so the Vatican is just a regular city state.

    Corporations have maintainance costs, part of the drawbacks of having corporations in your city. It is in Vanilla BtS too.
