If you renegotiate the terms, and then decline, the AI will count it as a normal interaction and you won't get a diplo hit for refusing a demand. It works for all AI demands, btw. This way, you won't have to change the code, at least.

The weaker city will cost you a lot more than what you pillage if you just sack it. The mechanics of CIV doesn't allow sacking that you refer to, anyway. I think that is better represented in the game by pillaging all the improvements around the city and destroying all the roads around it...

I think even the AI settling within your border can be seen as part of the narrative. In RL many states have exclaves within other countries' borders, while they host enclaves of other countries' within their own. 'Aggressive settling' is just the AI looking for an excuse to provoke/invade you. ;)

I war quite often. Most of my victories are dominations, a few conquests, and a sprinkling of time victories...I didn't get any of the other victories yet. :p

I choose city sites based on resources available, and whether I'll have enough food to work the resources. While this might not apply to your position, I often seek farther away for plots of land for my third+ cities if I know an AI is nearby; I back-fill later. It kills my economy a bit, but...
