You can definitely have more than 1 city with a seaport in it.
AFAIK, a city has to be on the coast and have an improved (with a fishing boat on it) fish/pearl/whale resource available to it. Maybe you have to actually be working the tile as well.
I agree with what Solka said, but to add that while your city can only work a 3 tile radius, it will continue to expand it's cultural borders out to a 5 tile radius. I still don't think the arbitrary limit is good though. Especially when playing a one-city challenge.

Yes, the save button appears to do nothing. I can hit the save button and the hit the reload button and I get the default F1 screen every time. If this isn't a known issue, and I assume it works correctly for others, then I guess it's time for a reinstall.
Using BAT 2.3, the custom F1 screen won't save for me. The save button doesn't appear to work at all. :( All of the text files in the \BAT Mod 2.3\UserSettings\CustomDomAdv show a modified date of 2008.

Another side effect of giving them +1 minerals instead of +1 food from water will be to make them more pro-Planet since they won't need to build mines.
Ok, but FYI it has happened in every one of the 5 games I've played (to completion) since the Concordat was added. Unless I was Deirdre, but that shouldn't really count cuz as Deirdre I am usually in double digits for Planet rating and the AI never gets that high.
