This is great! I just gave my vassal, Shaka, 5 tactical nukes. Very next turn the mushroom clouds appear. Useful and fun.

I don't think this is true. If your enemy has open borders with your friend then the enemy is clearly not in a state of war with said friend. If this is the case your enemy cannot attack your aircraft in the safety of your friend's city.
