It seems a CS expand its borders when a player invests 2 envoys on it. So, perhaps the technology boosts you discovered...

    Are you sure Kabul was at -0,75 before you opened patronage? Different City-State personalities have different decay rates. Sorry if that's obvious, but it's the only thing I think you can be missing.
