Another point is it isn't really that hard to swarm one fort and then the enemy has a stronghold right in the middle of your territory to stockpile units to take out your other forts and cities.
I have thought about that, and I even tried to start a mod like that. The problem is to have a fun game in Civ4 you need some kind of technology, and really Wheel of Time doesn't have much technology.They've been using the same methods and weaponry for two thousand years or more.

I've found one problem with having the palace grant you techs.
In XML the tech granting is in projects, not buildings. I suppose you could have them automaticly get both a palace and a project, but then you would have to have the project move with the palace.

First off the actual principle behind how they operate would be very simple. They take slaves in combat and then use them for three main purposes.

I had an idea for land civs combating the bezeri. Instead of a ritual you could have a civic that requires you to be at war with the bezeri and have water mana. In return it grants all units water walking, or you could have the ritual and make it only last a limited time and require water mana.
