Civ IV's scientific production system may have been less than realistic, but Civ V's is dumb as butt. At least Civ IV acknowledged that you need money from the budget, to have scientific output. Civ V just handwaves.

I agree. I'd like just to add as a clarification: In the private sector, R&D facilities and personnel are regarded more as drawback than a benefit. This sounds counter-intuitive and almost outrageous, but you have to keep in mind that every man and machine that is dedicated to R&D is taken away...
