The game judges power level in some pretty odd ways, which causes a lot of annoyance and which is very visible to the player when things are not quite right.
I actually had a game not too long ago where I was attacked by another civ, with the usual, "They threaten our very existence" warnings...
I've actually gotten some pretty miserable starts lately, including a recent start which was mostly tundra and ice, and about 5 tiles away were some desert tiles.
But this really takes the cake. :)
The computer is programmed in the way it is because of limits in current AI methods and processing power. It was not a conscious, lazy decision to make the AI not behave like a human.

I have no problem with them putting in some futuristic stuff at the very end of the tree (Space Elevator, Cure for Cancer, Arcologies) but I don't think the X-Seed 4000 in particular warrants inclusion.
The same thing happened to me very early in a game. I don't know if I hit a cultural ruins yet, but I hope I did, because otherwise, the only way the game could think I was going for culture was because I just started a Monument... Something the AI is not supposed to know/act upon.
