To spawn barbarians you need space that's outside the visibility range of all units and cities, yours and the AI like. After all the world is "developed" you generally have very few locations where a camp could spawn.

Pretty much that. Tradition dominates and Liberty is the close second. You can take Liberty and prosper with it. It works, and isn't even that bad in absolute terms, but it's just not as good as Tradition plus Tradition isn't affected that much by your luck in the surrounding map.

Same problem. My solution was to create a small mod that multiplies research costs of techs by 5 but leaves everything else the same, including the standard build times.
This way you can actually use the early units to their full potential, or even try to conquer the whole world with spears...
