There is only one way to build intrigue fast enough, that is: Send agent -> Establish network -> recall agent -> Send agent -> establish network, etc...
Agreed there need to be additional and very very harsh penalties for going -30, -40, -50 and so on. At -50 I feel there should be next to no population growth at all and very severe science and production penalties in the range of 50% reduction.
Amassing enough energy for just one building isn't really that much excess, I use my excess energy to turn new cities into useful ones, buying all production, culture and science buildings I can afford.
It is hilariously OP and trivializes the economy almost as badly as traderoutes. in the midgame an agent nets around 4-500/turn. That's basically the same yield as 15 ITR's and you can gave 7 agents doing this...

Coup is not the only covert op mission that is OP. Siphon energy is also. It yields way too much energy. It should be cut to a third of what it is now.
As it is now aliens are only of any consequence in the early part of the game. They should become stronger over time, perhaps in line with the faction that has the highest harmony affinity, as the dna from all the experiments and creations leaks into the indiginous spieces.
