It is pretty clear what he can be used for. Golden age, Combat boost for troops within 2 tiles and to build a Citadel. There are tooltips for all of these things check it out.

Was the worst letdown in PC gaming. I would also say C and C Tiberium wars was also, coming on the heels of Generals which was amazing.

It was the DRM in this version that caused the Amazon backlash folks. None of the previous Civ games had DRM or the need for Steam.
