well i'm tired of large chunky maps of large powers so how do i get all the civs in one game?

in between occuping areas or fighting wars what do you do with the units. ussually i store them in cities an ship them off to reinforce my colony forces. but since one can only have 1 unit per tile what do you do with them?:(:confused:
