You're concept of what 'dev' means is pretty archaic, and somewhat childish. The 'dev team' contains those who manage the production of the game. Without someone managing the various parts and handling planning, nothing gets done on a large dev team.

It affects all cities in range that do not have a factory or power plant themselves, and doesn't already get a bonus from another city. The utility of this is that you can add hammers to other cities without them needing to get the IZ themselves.

You'd need alt leaders (at least one, if not two) per civ. Then tag in the leader adjacent requirements (audio, etc).

So the 'tight supply' concept would make production more scarce, but it doesn't make that scarce resource more valuable when you're swimming in sources of gold.
yeah, gold isn't really a 4:1 ratio anymore. it's far more valuable to go more gold than more production in civvi. Especially when sources of gold are more plentiful than production sources.

I'd be cool with a 'semi' Permanent Alliances (of more than a 2 player type allowed), vassals, etc returning. You could still back out of a tight alliance, but would need reasons. Vassals could grow strong enough to break away (and/or added pressure to 'freeing' them if you go democracy)...
My thought line was it was only a single wonder there, so it's not worth researching if the wonder is already researched. Some future tech plan might include removing some other one off wonders into their own dead end techs to see what happens.
Using Diplomacy to get a Diplomatic VC? Sounds totally crazy, wouldn't work ;)
It does sound slightly better than previous attempts, but I'd probably want that extended to 'allied with X %' of the world pop. Then count either Suzerain (CS) or full allied status with other civs.

yeah, I played the scenario once each in live streams last week and compared the per turn culture/science/etc with each start. Egypt AI on Deity got crazy high culture rates vs the Nubian AI. It makes a big difference on who gets the free culture/etc first.
