    Try beelining sailing and building 5 quinqs right away. Any coastal city will fall. Continents plus is a good map for this because most city states are coastal. Might not be the best strat but it makes for an interesting game.

    Why do work boats get expended but workers remain?

    One upside to workboats is that they can't be pillaged just blockaded. You also don't have to pay upkeep on them once you use them whereas a worker requires gpt. Workboats are also cheaper to build than workers. Seem balanced enough to me.
