Setting a limit to how much EP you can spend, lest an inexperienced player takes a nation and spends all the credits and disappears.

I actually have a half-done ruleset founded upon forming a guerrilla group in the 70s and overthrowing the government.
The problem is somehow figuring out how to move from detailed battles/terrorism to abstract overall terrorism of guerrilla warfare, to forming actual warlord states.
The burden of complying with taxes are typically levied on companies, not the state. For example, you have to do your own income taxes. The state does not do it for you.
Besides, where do you think industry gets money to expand itself? Profits. The armaments industry will still have to charge...
Small comment: there's another issue about modeling: calculations. A moderator is not a machine. He can only make so many floating point operations per minute. After a certain point in a complex or expansive game, he'll make errors or go mad.

The only problem with HoI3 is the Russian front (it's absurdly huge, and I hate leaving the AI to do what I could) and British not garrisoning it's central provinces (makes invasion too easy). And then there is the problem that major balancing fixes for the game are released via expansion.
