I thought calculating GPP yield from project cost would be useful since [100*(Number of Techs/67 OR Number of Civics/50)]/100 part is hard to calculate and likely changed in expansions.
(Project cost/5) +5 would be the GPP yield(half for Theater+Carnival projects)...
If you are really bothered with AI spies you can use Cryptography policy and use a spy with Polygraph promotion on counterespionage... -3 level is huge
