Since the coal doesn't appear in Brussels' resource list I guess the explanation is that Brussels has not researched Industrialization yet and you will receive it as soon as they do that. Since the coal is on a hill that enables them to build a mine regardless.

This achievement triggers whenever a unit is moving without a move action. E.g. liberating a city state or declaring war with a unit in the target territory with open borders. This can make your units "teleport", trggering the achievement.
