    The only factors I see in the code with regards to the value of HR are number of cities and happiness level in cities. So my guess is that his one low pop city might be too happy to make the switch into HR worthwhile. I don't see a reason why he wouldn't adopt OR/Vassalage/Caste/Theo next turn...

    I ran a quick test. Forced Civic swaps due to losing Mids don't reset the timer. My tests also confirm that the logs will report AI civic switches 2 turns after a tech gift.

    Looks like Stalin's last switch was when he adopted Rep after building Pyramids (more than 25 turns ago). Not sure if the forced switch after losing them would reset the timer, but I highly doubt it.
