@SittinDown did you bomb your city with culture before gifting it? It only works if an AI city has some of our culture in it. I just realised something. If we can build CKN already, why are we even researching HBR??? Bomber does collateral damage, so do CKN and mao is protective giving it free...

In summary, from what I gathered, use one great artist to bomb a city, gift it spread culture and take it back. Essentially, you need around 9k EP plus 1 GA bomb + spies to get a city to legendary.

I'm ok with shrine if you think it's best and it does bring about hbr 2 turns faster and that 2 turns difference will have an impact on war. Confucianism shrine is probably a better long term outcome but if immediate benefits for taoist shrine you feel are better, go for it.
