The militaristic states from what I hear only gift unique units from states that aren't in the game. I'm sure if you cram every civ in the game along with a ridiculous amount of city states that rule may change though.
When focusing on tech I generally don't overly worry about special units. They just bring nice little bonuses but it armies matter most on unit composition and tactics to take on anything thrown at you by the AI. Plus as tech focusing I generally stick to more of a passive role and not bother...
