Perhaps it's because the designers of Civ5 and the lackeys they hired to test it never actually understood what made the previous incarnations of the game successful?
Whenever you reload a multiplayer game it must transfer the data. How long are you talking about? It shouldn't take more than a minute or two, if that. What sort of internet connection are you playing on?

It just seems odd to move a thread that's clearly about map scripts out of the map script forum.

Is it possible to generate the map using the original TBG settings. Then assign starting locations. Then regenerate the terrain in the SnowLatitude and TundraLatitude?

I've run into an interesting/crappy bug er feature. Because the land on the edges is now good, the map generator loves placing many of the civs along the extreme edges, resulting in long distances between teammates...
