I find usually you can wait until you have your 2nd or 3rd city + agoge to need to build more than an extra warrior or slinger on Immortal.

Monuments are nice early because any source of culture from a city helps expand its borders, as well as getting you down the civic tree toward your first real government. I think Rome is the best starter civ because all cities start with monuments and its one less thing you have to worry about...
I thought of a cool possible way to earn diplo points that could be added: peacefully freeing a city state. Either by loyalty flip or convincing another civ to release it (that would need to be implemented)
Norway probably has the biggest advantage because they can enter the ocean sooner. Meet other civs faster therefore more chances at the emergency RNG game.

Im scoring based on did it improve the prior experience, and bottom line its a more fun game than it was before.
It makes Rise and Fall seem more complete. Governors more interesting, and civs that meaningfully use loyalty.

in 2 of my 3 games was under non stop assault by rock bands. One of which was a culture win and the other was a diplo win that was close to a culture win. Seems like AI isn't clueless with these.
