Can happen when your settler spawns on a tile where it cannot survive (e.g., coastal or ocean tile). In my experience, most likely to happen in a modded game (if the mod is not well behaved) or a game with max civs and CSs on a map that is too small.

OK, as far as I'm concerned, in OT, but I would not do that for any of the long-standing "mega-threads" in the game forums (most notably the Welcome New Members, Quick Q&A and the Funny/Strange Screenshots threads in General Discussions and Design Your Own Civ and Ideas Not Worth Their Own...
You will experience this as soon as you get started with the game, but movement points essentially get “rounded up”, rather than getting truncated, so exploration, army movement, etc. will be a bit quicker.
You might want to post additional details about the save file (civ, difficulty level, map type, required mods, etc.) and a screenshot of the starting area. Asking folks to download the save file and load it up just to see what's what is unlikely to get many takers.

Looks like your kitten prefers to see tile yields displayed. I share your kitten’s preferences, but acknowledge that can be TMI.
Next to the minimap there is a button to pull up some display settings, one of which is display tile yields. Just toggle that setting.
