Can't you just use the Max Autosaves thingy in teh INI file? add Max Autosaves=540 to ptw.ini. 540 is the number of turns in a default gae.

if you place a bunch of untis in the editor, it says there is a max of 4096.

Reching the victory point score (10000pt. i think) will also get you a domination victory. I fyou had victory pt. locations turned on with the other victory conditions this is probably why u won.

if you save a map in the ptw editor, it will be a bix file even if you don't change the extensiion. why do you need to convert it to a bix anyway? the game will let you load bic files too.
