do the AI get city state quests? sometimes I see roads being built between AI capitals to city states and occasionally they'll hit the quest targeted encampments but do they get wonder quests? resource quests? denouncements? ect cheers.

sounds like a well considered approach =) I'd go with a pioneer UU for replacing the scout perhaps with terrain bonuses for keeping them going., the faith for cities idea is fun but quite could be seen as powerful perhaps with terrain bonuses for keeping them going. all the best.
