    The AP “Holy War” can only be declared on a civ that doesn’t have the AP religion. So only effective if a majority is in the AP religion, not everyone.

    That's right but I think there's a bug in the code that prevents AIs from building Privateers. And except for Archipelago style maps, by the time the Barbarian State gets to Astronomy plus Chemistry, there isn't likely to be a spot for Privateers to spawn anyways.

    AP can only declare a holy war against a civ that does not have the AP religion. If the AP religion is not Buddhism, it might be a holy war, but then other civs would declare at the same time.
