@oagersnap: AOL was designed like that back when unlimited usage plans weren't so common, it is widely believed that this was done to force people to use more of their minutes and exceed their limit $$$$

Either going with 2GB now or selling the 2 512 sticks when the time comes may be your best bet. Good news is that DDR400 is fairly common, so you should be able to get rid of it rather easily, especially since you know these modules are good.
You have a chance, just make sure you don't take no for an answer. Point out that it was their fault, yadda yadda yadda....
They'll likely relent and let you get away without paying it, but if not, oh well it's a lesson learned.
You could always buy 2x512 now, and an additional 2x512 later. If it means being able to afford an upgrade of other components now that are more expensive to replace later on I would definately recommend it.
Odd, I run a wireless linksys through cox and it retains its settings. The only thing it does is force us to re-enter our WEP key into our wireless laptops occasionaly, but it hasn't dumped settings, even after being unplugged and replugged.
Because i was able to prove the damage was in shipping they covered that too, I didn't even have to complain much. My sister had to get an RMA a little while ago but couldn't prove fault so she had to cover the shipping out, they covered the shipping back.
@lonkut: You might want to open up your case and find out where the majority of the noise is coming from. If you are feeling up to it you can unplug your cpu fan(TEMPORARILY!!) to see how much that reduces the noise. If the noise is still unbearable then plug that back in, and start unplugging...
It should smoke civ4, but i'll concur with the others that the video card is weak. You would start to choke playing doom at any of the higher settings.

I absolute DESPISE repaired XP installs. In 99% of the cases I've seen(and i've seen MANY), there are continued problems after the repair. I would recommend backing up everything you want to keep and doing a complete wipe and re-install. On the other hand, hard drives are very cheap right now...
First I would look for a darkreign patch. Even a patch for win98 compatibility would help.
Second I would look for a no-cd crack if you can find one.
Third I would look to see if there are any other executables you can find that need to be set to compatibility mode.
Did you inspect the cpu out of the box? I had a CPU sent to me damaged, luckily I got a picture of it right out of the box and newegg took it right back and replaced it. They even covered shipping. They are pretty good as far as customer service is concerned.
