    Best civ for gold?

    Harbor gives extra 2:c5gold: for each trade route. And that might be doubled because of Sea Route modifier, though I am not completely sure of it. But yeah, Carthage is really wealthy. Honorable mention goes to Arabia with Tithe. All that pressure and gold!

    Yet the most striking problem of Terracotta army is the lack of reliable cash sources for a conqueror in early-game. Budget deficits are more dangerous foe than any standing army at a certain point.

    In Vanilla Civ V you didn't have religion (mx. 7 happiness per city) nor ideologies though, both essential in wide empires. Anyhow, in Vanilla Civ V, going tall had absolutely no benefits except for Cultural victory, which clearly made you the weakest player. Extra social policies, you might...
