I usually have troops outside my cities so that i try to stop the spies and i also cut off much of the railroads the AI's build so spies and other units have a harder time sneaking in undetected
Have u ever noticed that right when an AI gets a tech and then that exact turn they have 5 units that the tech gives u.
EX. The zulus got Adv. flight and that same turn they bomb my cities.
My SDI's work a lot of the time. You don't even need to have them in all of your cities for them to work. And have you ever thought that maybe the AI's are using spies to plant nuclear devices instead of actually nuking you.
