Well, I tried this, using Asoka as my PA (I didn't assign leaders, just took all random) and that's not working. (I'm at 75k+ and his biggest is only at 18k.) I guess I'll need to do some more reading before trying again.

I guess the floodplain/cow spots just aren't working. I've done this 4 times and slowly getting better, but still in 1800s. Going to try the forest method now.
