    It's harder for cities to flip because now they have to revolt twice before flipping. This gives the AI a chance to improve those cities. They improve the revolting cities sporadically.

    How do I open a new resolution for voting?

    a list of possible resolutions to be put forth should appear a few turns later. Then you can decide which resolution to propose and then vote on it. You can propose 3 resolutions before a new vote for secretary-general takes place.

    i think there is a limit on the amount of missionaries from each religion you can have, i think the limit is 3. Use your missionary and it should reappear on your production list.
