It's harder for cities to flip because now they have to revolt twice before flipping. This gives the AI a chance to improve those cities. They improve the revolting cities sporadically.
a list of possible resolutions to be put forth should appear a few turns later.
Then you can decide which resolution to propose and then vote on it. You can propose 3 resolutions before a new vote for secretary-general takes place.
i think there is a limit on the amount of missionaries from each religion you can have, i think the limit is 3. Use your missionary and it should reappear on your production list.
I played the desert war scenario. I liked it. It is kind of an Axis v. Allies with individual civs. I used it as an introduction to locked alliances. I played as the Germans and won by rolling over the Allies with my panzers. The scenario is kind of like the Civ2 WW2 scenario. You have to...
The scenario was touch and go for some moments at the beginning. But when i was able to launch transports filled to the Phillipine cities, it was a matter of time. There should be a limit to razing, i started out by determining i wouldn't raze cities but the flips were killing me and depriving...
I finished the scenario as the American on turn 57, but i noticed something strange. There is no conquest win. I destroyed the Phillipines and technically no win. At first i tried to hold as many cities as i could. Yet after countless flips i decided to raze the far-flung cities where i could...
Great Scenario, i played it for about 20 turns then saved it. I returned 3 hrs later, started up civ3 and tried to load the save game. It loads up to the screen right before the game , the one that says your civ and date, i press ok and the game exits. I have no idea what could cause this, do...
I really liked this scenario. It was well designed and created. I finished it in 100 turns playing as America. I liked it so much I am going to modify my saved game so that i can take on the rest of the world.
This happened to me twice, but i was not kicked out of my allies territory.
I finally figured out a way around it, the solution takes a long time though. when you are at war with a certain bloc contact your all of your allies and sign military alliances against everyone of your enemies. This...

i started to download TCW from 3ddownloads, unfortunately i have a 56k so i left it downloading all night. When I woke up it was at 93% but the my connection had been interrupted. Is there anyway that i can recover the 93% so i don't have to re-download...
if you have trouble finding resources you can use a tile set which illustrates them with smiley faces. I'm not sure which tile set it is, but i've seen in the forums.
i would have to say the greatest traitors in American History would be the southern politicians who advocated and got secession ( even if only temporarily)from the Union, there actions started a bloody civil war.
