    I can't look at the save to give any specific advice, but what I've been doing for a while now (unless I'm playing AW) is Best Spot Available (BSA). I have pretty much forgotten city placement patterns and just look for the best places for cities. Sometimes it ends up being CXXXXC, somtimes CXXC.
