If you're interested in a 'fun map', you should try Terra. It would give an opportunity for a nice story. A whole continent for you to colonize. A shame you already portrayed Joao and Willem, it would be a perfect cliche. Or you could try to turn it around and use Pacal to colonize the 'Old World'.

I'm not really sure about the 10.000 people to a settler/worker. I know that's what the numbers say, they are a way to get concrete numbers out of abstract concepts. Furthermore I don't think a warrior unit build by your 10.000 people large city would be an 'army' rather a 'more organised' band...
