When you accumulate enough culture for a social policy, you don't have to select one immediately. You can wait until you unlock the tree you want and then spend the culture.

It should be possible to rename Natural Wonders. The first person to gaze on the Barringer Crater certainly didn't say "Wow, it's the Barringer Crater!".
Edit: I should say "name" the wonder since the point is that it has no name at discovery.
