This looks like the most interesting espionage-system in Civ ever. I'm looking forward to this more and more. Still haven't found anything I didn't like.

An idea might be to limit the number of natives in your game... for example, if you only have 4 natives instead of 8, maybe the number of settlements will be lower, don't know for sure though... :)
That's rediculous. Ever heard about the Seven Years War and the resulting French and Indian War? That wasn't a quick conflict... it was a long drawn out war between all the European superpowers that was fought not only in Europe but also in the colonies. In Col1 that kind of thing could happen...
The problem with this game is not its flaws in my opinion...
I have complete trust all these things will be fixed in a patch or added in a mod. The problem is that its not a finished product. Especially for a Firaxis game, it's almost as if no one tested it... it's terrible.

So, let me get this straight. The lower the difficulty setting a new player chooses the higher his chances of finding a statesman, the higher the chances he'll produce bells early in the game (since that's after all what the statesmen are for), the higher the chances he'll be totally destroyed...
The thing bothering me is not long-time players being beaten at the game, which is a totally new game like a lot of people said.

Do you also mean by this the way the AI defends itself? Right now, from what I've read (don't have the game yet as I'm in Europe), the other European colonies don't stand a chance against the natives or their own mother countries.

I wonder why turn based strategy games of late are almost always way too fast... in Civ4 I immediately thought the normal speed was way too fast and after that I always played the slowest speed (and still felt rushed). In Col2 it seems to be the same. 300 turns is simply not enough...

I think it controls the amount of forces the AI's Kings have...
So, for example, if you're playing as Spain. This controls the French, Dutch and English Kings' REF. I think. ;)
