    Sorry, not a whole lot of progress being made. The API for Civ5 seems much more restrictive than in Civ4. Or maybe I was spoiled by having DLL access. That's not to say this isn't possible. The biggest hurdle is doing the interface, which is always like a big intimidating factor for me.

    Err, what? I'm not sure that would be fair, as riflemen are "melee" units, and a ship attacking from range would be safe from a counterattack even this code was in place.

    Assuming you want to treat the building like a national wonder (in that other players can build these too) your best bet is to add interface code to check to see if this building is built. Add a new XML tag entirely and check for this XML tag in the interface script to launch the wonder popup.

    Were "stacks of doom" really that bad?

    I suspect 1UPT may work out better if cities weren't so large relative to the scale. But if you make the city radius any bigger the value of individual tiles seems to go down further.
