well, my fantasy civpack has been added in 0.95, so it does have fantasy civs, with LH's and flags and a little b*llsh*t civilopedia entry :) .

have you changed it at the right civilization?
the file has a lot of tags for each of the civs, so it might be handy to search for JUDAH and then scroll down till you see the tag containing this

just try lots of things out, and also load up some good working flags from other mods (haven't done this myself, but it looks like a good solution though :))
maybe it's in the civilizationinfos.xml. that refers to the building style of the citys (though it's somewhere in the middle of a civilzation code, so if this isn't changed, it's not very likely that this is the problem)
