When i build a town on the mountain I set of the anti diplamatic defense system so I can stop all bribery. Building on a mountain is the same as building a forest in civ2 gold version 1 food 2 sheilds except the mountain have the best defense.

As long as you always build towns on hills the double power of barbarains is not a problem. Hills is the best place to build since a hill gives the town square 2food 3 sheilds.

Building on hills for cities allows you to expand faster and explore faster but only with the secret weapons every one always wonders about that i talk about a while back.

Since i am the greatest and deity on civ2 is so easy when I get civ3 I could most likely beat deity 1st game 1st try no way i can lose to a computer player. No matter how good the computer players are in this one there is always a weakness.
