agreed. the problem with blue circles is the fact that they only consider current cultural borders. eg. you have a city that has not expanded into the fat cross. the computer may reccommend settling the new city to access resources you actually planned for your previous city.

if forts could be built over improvements then it'll be different.

usually, i play to enjoy, and that's why i never ever look at what is in a city, except to set the "focus on XXX". i automate all my workers. when i play to win (eg HOF), i micro more. even then, citizens will pick up a new tile after building an improvement, so no problem there.

it's fun to talk to people who love the game ;)
