    I had something similar happen in the Napoleon Campaign. I had a victory point location city destroyed, and while I had an ROP with the Ottomans, they fortified 3-4 warriors on that spot. If I asked them to move, they would declare war on me.

    I give you, the West Coast of the US in the "WW2 in the Pacific" campaign. The said picture is the aftermath of 20 nukes being launched at the American cities. As Japan, I've beaten every other nation. Difficulty is Monarch, I believe.

    I'm with Sweetman on that. I typically assign carrier groups, rather than individual carriers. Each carrier holds a specific type. They are guarded by AA ships, so generally they are bomber heavy, while being fighter light.

    You can't build settlers. That's one of the pains. The only other option I can think of is if I declare on the Russians, there is a small overland route which they can attack the Danes through. I'd be putting my own cities in danger, but it would be worth it.
