OOC: I fully admit that, if I, OOC, were sitting in King Philippe's court commentating, I'd think he was an ungrateful jerk; but if I were King Philippe, I would almost certainly think that I was doing by far the most useful thing for my country.

It would help if Poland didn't make their goals to basically just be counter Spain at every turn. ;)

First of all, I was hopping on the bandwagon to help (and I thought that was understood), and secondly, it was all filler anyway.

Military Policies

Broad Military Development

  • Despite the presence we may have in East Asia and the Pacific, we cannot assume that our presence is absolute or even lasting. Ensuring our military remains abreast both on land and sea is necessary to ensure our future prosperity and sovereignty of our territory.

Military Organization/Policies

Initially, Japan's navy will receive the majority of the focus of development (3:1 Navy:Army). Once Japan's Navy is sizeable, then the focus will shift to the military (1:3 Navy:Army). After the Army and Navy are both sizable, then the spending will normalize to a (5:4 Navy:Army).

  • In order that Japan have a functional and coherent military, several Guns (armies) will be established in a manner that allows each Gun to operate effectively and efficiently wherever they are stationed. 4 So-Gun and 2 Haken Gun will be established. The So-Guns will be for the Japanese Archipelago, the Korean Peninsula, Manchuria, and Aisuyochi, respectively. One Haken Gun will be for expansion into Kamchatka.Zhungar Khanate, while the other will be held in reserve to deploy in any conflicts that may arise. They will operate primarily in, but not limited to, the region they are assigned. Each Gun will have men from all the colonies to promote cultural cohesion, and promotion will be based on merit, not linage or prestige.
  • Obviously military bases will be established in each region to enable the various Guns to have a presence. The military training of these armies needs to keep pace with the rest of Europe. Whether that is requires assistance from The Scandinavian Empire (who has assisted Japan in the past) or if Japan adopts and develops their own, unique training and organization is of less important to keeping abreast.


  • Nautically speaking, 3 fleets will be establish. The First Fleet will be responsible for patrolling West Japan (Archipelligo, Korean Peninsula, Manchuria, Kamchatka). The Second Fleet will be responsible for patrolling East Japan (Aisuyochi). The Third Fleet will be an Expeditionary Fleet to be deployed where necessary. The fleet will be comprised of most advanced ship designs available to Japan.

  • Harbors in Aisuyochi, Kamchatka, Korea and Japan will be expanded/built to enable Japan to keep pace with European powers and to protect the Empires Interests in the Northern Pacific Rim.



Economic Policies

Encourage Balanced Approach

  • If Japan intends on becoming more than just some islands with a few colonies, Japan must encourage a growth of economic and cultural unity, integrating and assimilating aspects of local culture underneath a greater Japanese culture while encouraging this through economic developments.

Each region works on doing what they do best, but trying to have a little bit of everything. Agricultural areas will grow food, but try to have a little Industry. Industrial area will try to have a little agriculture. Natural resource areas will try to have agriculture and a little industry.

Japan will also work on building up infrastructure (as reasonable and feasibly possibly), focusing on developing the Korean Peninsula, Manchuria, and the Japanese Archipelago. Priorities include Roads, Trains (Flemish Standard Gauge), Communications, and Ports

Some level of economic independence should be established, so that even if we cannot compete with European goods in Japanese Markets, we may still have the ability to export our industrial goods goods to neighboring, poorer Asiatic populations and our natural resources to European/S./N. American nations.


Diplomatic Policies
Aggressive Expansion



  • It is said that The Empire of Japan has no natural enemies or allies. Whether or not that is true remains to be see, but for now it is natural to have both, and one eye upon each. And if some land can be acquired in the process, then that is an incentive as well.

Work on integrating and uniting all of Japan's regions. Encourage immigration and migration to the more sparsely populated lands, particularly Aisuyochi and Kamchatka.

If and when Paris-Burgundy and the Netherlands attack Poland, particularly their invasion of Korea, then Japan will respond swiftly to protect/annex the port cities of conflict. If at the end Poland survives, it will be returned to Poland, along with the port of the Republic of the Netherlands. With regards to China, if Poland is able withstand the initial onslaught, then we shall come to their assistance militarily. Naval support will be provided if we have some level of superior presence.

Isolationism - avoid foreign alliances, trade pacts and deals are ok. Exceptions are made for below.

Wars of Aggression
-Yucatan War; if the opportunity arises, that is, the Mayans gain an independent state from the Spanish Empire, New Spain will invade the Yucatan before they get an opportunity to form a functioning state. New Spanish Soldiers will land in Campeche and El Salvador, while the remainder of the army will march across the border. The allied tribes we made during our assistance to the Mayans (Yes, Milarqui, that was me :p) will be asked to assist us in our campaign and rewarded with favourable positions as governors of the states made out of the Yucatan when the conquest is over. Efforts should be made to seize the major cities and towns initially, putting down the resistance in the jungles can wait until the counter guerilla campaign after annexation.
The Yucatan is to be divided up into four constituent states of the United States of New Spain post annexation - Guatemala, El Salvador, Yucatan (comprising the Yucatan peninsula and Belize), and Chiapas (the rest). This is to prevent the Yucatanites from feeling that they are being underrepresented, as they have parity with the four traditional New Spanish States of Costa Rica, Nicaragua, Honduras, and Mosquito. If the Panama Annexation goes through (see below), they will be just under parity, which is still okay. The mayans who are loyal to New Spain are not to be discriminated against in any way - just like us, they are former Spanish colonials who have risen up against the empire, and are now embraced by us for their own good. :p

-Panama War
-Attempt to annex Panama, one more time. When the conditions are favourable, weapons are to be shipped to New Spanish loyalists in Panama to stage an insurrection. When this occurs, New Spain will declare war on Panama in order to bring them under our control. The New Spanish fleet is to deploy a force of soldiers directly into Panama City, to storm the government buildings and force them to sign documents annexing Panama into New Spain. (None of this plebescite garbage this time. :p) Forces not marked for counterinsurgency or other defences will then travel to the Panama-New Granadan border to defend it against a possible New Granadan assault.
After the annexation, Panama is to be given full rights as a constituent state within the United States of New Spain, with all rights, representations, and privileges that this entails.

Other Orders
-Assist the Spanish in building the Nicaragua Canal when they do it. Allow them the rights set out in the treaty of Managua, however, make sure to give New Spain the right to collect the tolls from any non-Imperial Spanish ships passing through. Leave the Spanish Empire to deal with enforcing the non-militarisation of the Canal, New Spain is pretty much incapable of it.
-Continue the improvement of New Spanish infrastructure. Railroading the country is to be a priority, as well as encouraging heavy industry to build up in the major cities. (Use the gage that the Spanish and the USA are using). Ensure that the jungle is easily traversable by railroad, as well as supporting efforts to bring electricity to the major cities at least.
-Attempt to keep with the times in terms of Army doctrines - ours are about fifteen years out of date, and it shows. Try to pick up relatively current doctrines whenever the one New Spain presently uses gets too far out of date.

GLORIOUS DEFENCE OF NEW SPAIN:

When the US attacks, defend to the last man. Attempt to repel their forces on the beaches of New Spain, and halt their advances as much as possible. Destroy railways and roads as the US advances in an attempt to slow them down. Some should be left, but should be trapped, mined, or set as the targets of artillery barrages in order to cause as many casualties as possible. Managua should not be surrendered at any cost - the US must be forced to advance through brutal house-to-house fighting to the last man in order to capture the city.

The jungles should also be the scene of brutal guerilla warfare. Make the Americans afraid to venture outside of the cities. Supply convoys should be raided and destroyed, isolated patrols should be picked off, and, if the conditions are right, US armies should be ambushed by New Spanish forces and as much damage as possible to them should be done before New Spain retreats. The New Spanish population should also asked to join to guerilla brigades or otherwise assist with the resistance against the American forces by the government of New Spain. We must force them to have as much difficulty occupying any New Spanish territory as possible, and above all not allow them to annex New Spain.

The war should be a brutal, manpower draining conflict for the US, until they finally give up and try to sign peace with New Spain. New Spain can offer trade rights, tariff free rights for US businessmen, and anything else for peace, but territorial integrity (with the exception of Panama, New Spain can cede that) and political independence must be maintained - we ill not offer, under any circumstances, any part of the Yucatan (if we have it), Honduras, Mosquito, Nicaragua, Costa Rica, or the stalemating of New Spain for peace. Anything else can be given up for peace with the US.

Military Policies: Broad Military Development
The Scott administration saw the solidification of the military in the political system of the United States. Following him was the Lee administration, which saw the strengthening of the army. After the Lee administration, the Mahan administration, following a doctrine that a strong navy was the key ingredient to any great world power, the navy saw a massive strengthening.

Economic Policies: Encourage Balanced Approach
No particular economic sector was valued higher than the other under either President Scott, President Lee, President Evans, President Mahan, or President Wareing. Southern agricultural and Western natural resource interests competed equally, and while the military distrusted the industrial northern states, they never doubted the importance of a strong industrial sector to a strong military. Moreover, economics was considered secondary to the strength of the military, and a means to that end. Therefore, no economic doctrine was particularly dominant, and a balanced approach was deemed most efficient.

Diplomatic Policies: Aggressive Expansionism
Under the Scott and Lee administrations, expansionism was directed into the interior, subduing the native threats to the United States' settlers. After the West had been won, towards the end of the Lee administration and especially with the beginning of the Mahan administration, the United States began to focus on Latin America, starting with Panama and then working southwards.

However, this expansionism was realistic. Whenever a new expansionary effort was made, every administration made an effort to appease the powers that currently existed, especially the Spanish, with an appeal that intervention against the United States would be costly. They would also attempt to buy them off. The Evans administration granted the Spanish the American Hawaiian Islands in the Treaty of Honolulu, and the Mahan administration would offer monetary compensation in order to bribe the Spanish to allow American expansionism to continue.


Wars of Aggression:
Panama War: The beginning of American imperial ambitions, began under President Lee and finished under President Evans. To ensure that the Spanish would not become involved, the United States proposed the Treaty of Honolulu, which granted Spain the American claims to the Hawaiian islands in exchange for Spanish recognition of the invasion and Panama, Colombia, and New Spain.

Technology advanced to the point that building a canal across Panama became economically practical. The Panama Canal was then built near the beginning of the 20th century.

New Spanish War: President Evans invaded New Spain promptly after invading Panama. With Spanish cooperation, New Spain was partitioned, the portion of New Spain up to and including the region where the Nicaraguan Canal was to be constructed being granted to the Spanish. South of that line, the American holdings were joined with the District of Panama, lead first by Colonel Louis Black, then Colonel Theodore Roosevelt.

Colombian War: Began under President Mahan, American imperial ambitions were pushed further south into Latin America. Spain protested the move, and the United States made some monetary compensation to Spain. The protest was otherwise ignored.


Domestic Reforms: During what's known as the Occupation in American history, when the states controlled by the Governors, Florida, and the Cherokee during the War of the American Presidency were barred from the political process and basically were under martial law (the period between 1852 and 1855), the Constitution of the United States was reformed. Voters were required to either be serving or have served in the armed forces. No one could hold elected office unless they were presently or formerly an officer of the United States armed forces, and the Presidency (and the Vice Presidency) was available only to a presently serving high-ranking officer of the United States armed forces. The West was never organized into states, save for Jacksonia; rather, twelve military districts, headed by an officer with the rank of Colonel at minimum, were formed. These districts formed the Martial Governance Staff, which had many of the powers of Congress but was able to overrule any congressional motion (Congress was reorganized, with the Senate and House combined into a single Congress). Not long into the Lee administration, the flag of the United States was changed to reflect the new status quo in the government; the Martial Glory was born.

The Scott administration did not see as much decentralization of power as hoped by the Scott government's supporters; in some ways, power became more centralized. A secret police branch was formed, which suppressed all political opposition to the government, the military, and the Party of the Republic (frequently known as the Republican Party, the official party of the military). However, as promised, slavery was protected nationwide, in both the South and the North and the West. In fact, slavery was legal all the way into the 20th century; over time, large plantation slavery died out, but house slaves were still frequently kept.

President Alfred Scott died in 1859, and his Vice President, General Robert E Lee, hero of the War of the American Presidency, assumed the Presidency and was elected, with Vice President James Evans, leader of the Jacksonians during the War of the American Presidency (Jacksonia returned to the Union shortly after the surrender of the Governors). Much investment was made into the military under Lee, especially the army. The Lee administration subjugated the Native Americans in the West, and also settled Scottson to the north and Oahu in Hawaii. After the defeat of the Native Americans to unrelenting American genocide, American ambitions turned imperial, particularly towards South America.

President Lee had a stroke in 1870 and could no longer remain in office, so Vice President Evans was sworn in and was President from 1870 to 1876. Imperialism gained in popularity under Evans, and the American holdings in Hawaii were ceded to the Spanish in exchange for Spanish recognition of claims to Panama. The United States had lost interest in the Pacific and was instead focusing on South America. After Evans retired from politics, Admiral Alfred Mahan became President in 1880, the youngest President in American history, at 40 years old. Imperial ambitions were strongest under the Mahan administration, with the navy gaining the most during those years. The navy was seen as the key to American imperial power. In order to keep the Spanish at bay, hefty sums were paid in order to bribe them and convince them that it would be more profitable for Spain to ignore American imperialism in South America.

This direction continued till the end of the Mahan presidency, the longest President to have ever served. General Curtis Wareing was elected in 1896, and serves as the President of the United States till this day. Under his administration, the Panama Canal was finished, and swiftly began to bring revenue into the United States coffers. His presidency is beginning on a good note at the beginning of the 20th century.
